The difficulty of legislating for cases of Piracy offence without in some manner exceeding the powers of the local Legislature has been much felt by the Acting Chief Justice, myself, and the Attorney General in framing the enclosed Ordinance which was six times through the Printers' hands before I could propose it to the Council.

I think all the provisions against confederating with Pirates, supplying them with Stores, receiving their plunder &c. are admirable as far as our jurisdiction extends, and the classification of those offences with the punishment of flogging annexed is, I think, precisely what was wanted.

The Constitution of the Court - by admitting a proportion of the naval element will, I think, altogether put an end to complaints formerly made by naval Officers.
